Meetup groups like Portland Metro Urban Hikers do mostly dog friendly hikes in and around the Portland metro where there's lots of history, forests, hills and canyons to explore.
Most starting points will nearly always be accesible by bus. You have the chance to explore bits and pieces our city you may not have even known about.
